📝 Evaluation Office at the 2025 Global Impact Evaluation Forum in Rome
In December, UNHCR moderated a high-profile panel on refugee and internally displaced person returns. The discussion highlighted new evidence on return patterns and the potential of rigorous evaluation to inform durable solutions and safer return conditions.

🔎 What we’ve learned about UNHCR’s approach to gender-based violence (GBV)
The evaluation found that UNHCR’s GBV Policy provides clear direction to the organization and strengthens survivor-centered response. Its impact is limited by uneven implementation, resourcing constraints and weak ownership beyond specialists.
