In 2026, UNHCR will hold the High Commissioner’s Dialogue on Protection and Solutions as the international community marks the 75th anniversary of the 1951 Refugee Convention.

Throughout the year and in the lead-up to the High Commissioner’s Dialogue in December, UNHCR will facilitate consultations at the national, regional, and global levels.

These consultations will bring together States, refugee-led organizations, civil society, development actors, the private sector, host communities, and other relevant stakeholders.

These discussions will be informed by practical experience and will focus on strengthening implementation across protection and solutions frameworks.

Themes

The consultations will be guided by four themes:

Safeguarding and strengthening asylum systems, in line with international refugee law and established protection standards
Upholding refugee rights and enabling self-reliance, particularly through inclusion within national systems and reduced long-term dependence on humanitarian assistance
Advancing solutions, including voluntary repatriation, resettlement, local integration and complementary pathways
Addressing contemporary challenges through lawful, cooperative, and protection-sensitive approaches

Outcomes

Looking ahead to 2027, the outcomes of the 2026 Dialogue process will inform the development of an Agenda for Protection and Solutions and support preparations and pledge development for the Global Refugee Forum 2027.
