Somalia country strategy evaluation

This Country Strategy Evaluation examines UNHCR’s strategy, portfolio and performance in Somalia between January 2020 and December 2024. It assesses UNHCR’s strategic positioning, operational relevance, and comparative advantage in supporting forcibly displaced and stateless populations. The evaluation finds that UNHCR’s operation in Somalia demonstrates consistent delivery against its protection mandate, effective local level adaptation and strong convening power amid an increasingly complex humanitarian landscape and a context marked by insecurity, displacement, and recurrent climate shocks. Factors impeding effective efforts include structural rigidity, weaknesses in internal monitoring systems, capacity limitations and excessive focus on delivering too many outputs at the expense of strategic focus and prioritisation.
