Evaluation of the Joint UNDP–UNHCR Programme on Area-Based Return Support (ABRS) in Bab Al-Nairab, Aleppo

The Area-Based Return Support (ABRS) pilot in Bab Al-Nairab, Aleppo, is a joint UNDP–UNHCR initiative conceived as a demonstrative case of localized, human-security-centred programming within the Humanitarian–Development–Peace (HDP) Nexus and the Durable Solutions Framework. It combined three mutually reinforcing pillars: legal assistance, participatory community governance and infrastructure rehabilitation, to address the interlocking needs of a densely populated, conflict and earthquake-affected district of Aleppo City.
