UNHCR relies on the generosity of dozens of governments, private companies and millions of individual donors, without whom it could not carry out its vital work worldwide.
UNHCR issues a Global Appeal for funding every year, based on its annual budget, which is itself based on the anticipated needs of forcibly displaced and stateless people around the world.
Donors are invited to commit a first tranche of funding at the annual Pledging Conference, which is usually held in December. This early contribution of funds is crucial because it enables UNHCR to count on a certain level of funding from the very start of the year and because it traditionally includes a large proportion of UNHCR's "unearmarked" funding, which can be used and reused during the year to cover urgent and neglected needs.
Donors responded to UNHCR's Global Appeal 2026 by pledging $1.161 billion at the Pledging Conference held on 2 December 2025. Together with pledges previously announced and $350 million pledged by private donors via UNHCR's National Partners, this means UNHCR will start 2026 with funding of $1.5 billion, covering almost 18 per cent of UNHCR’s projected funding needs for next year.

On December 2, donors pledged $1.161 billion to UNHCR, the UN Refugee Agency, to provide life-saving protection, assistance and solutions in 2026 to millions forced to flee. This is slightly above the amount pledged last year for UNHCR's operations in 2025, which was an all-time high.
Along with a commitment of $350 million from UNHCR’s private sector National Partners, the total amount announced is $1.5 billion, covering 18 per cent of anticipated needs for the year.
