UNHCR’s strategy in Libya focuses on protection, assistance, and durable solutions for displaced and vulnerable populations, while promoting inclusion, advocating alternatives to detention, and strengthening emergency response.
Libya remains both a key destination and transit country for people on the move, driven by instability across the region. The ongoing conflict in Sudan has triggered a growing influx of Sudanese refugees into Libya, adding to existing mixed movements of refugees and migrants undertaking perilous journeys.
The country hosts a complex displacement situation, including tens of thousands of refugees and asylum-seekers registered with UNHCR, large numbers of internally displaced persons, and communities newly displaced by events such as Storm Daniel. Despite some progress in resolving displacement due to improved security, many continue to face significant challenges.
UNHCR’s 2023-2025 strategy aims to respond to the diverse needs of refugees, asylum-seekers, IDPs, returnees, and host communities through protection, humanitarian assistance, and durable solutions. These include registration, health services, cash assistance, and the provision of core relief items, particularly in urban areas.
UNHCR also advocates for alternatives to detention and works to expand access to solutions such as resettlement, evacuation, and other safe pathways. Emergency response capacity has been strengthened, as seen in the recent flood response. Guided by UN frameworks and in coordination with partners, UNHCR continues to prioritize inclusion, social cohesion, and the rights and well-being of the most vulnerable.
