The United Nations High Commissioner for Refugees (UNHCR) Representation in Thailand is currently seeking an Associate PSFR Officer (P2 equivalent).

UNHCR Private Sector Fundraising (PSFR) growth strategy has identified Malaysia as a new market with significant fundraising potential. The development of this market will support the global organization in expanding its supporter base and building stable and predictable income streams from the private sector within Malaysia. Ultimately this will mean that UNHCR can provide even more support to refugees and other persons of interest.

UNHCR now requires an experienced fundraising and marketing professional with strong market knowledge to set up the PSFR operation and prove that it will work for UNHCR within the Malaysian market.

The aim of the position is to initiate private sector fundraising activity in order to develop and maximize income from a growing base of Malaysian donors. The scope covers responsibility for managing the execution of the PSFR strategy, plans, and budgets across individual giving, leadership giving (corporate/foundation/major donors), donor retention and communication with various PSFR partners such as suppliers.

Initially, the position will focus on raising funds through face to face fundraising and delivering a high-quality donor retention program to ensure that these donors remain engaged with UNHCR over the long term. However, the position will also have responsibility for evaluating and developing any other fundraising channels that are deemed appropriate for the long-term, sustainable growth of the PSFR operation within the country.

As we are launching PSFR in a ‘test’ phase, this UNOPS role will be responsible for proving PSFR can work in the market. The position will be line managed by the Representative, will functionally report to the Regional PSFR Officer (Asia and Pacific) for all fundraising matters and is expected to work closely with the Associate External Relations Officer for all PI related matters.

The position is responsible for the oversight of all PSFR related suppliers such as external fundraising agencies.

Availability of the Post: immediately until June 2016

Duties and Responsibilities:

  • Develop and execute the private sector fundraising strategy for UNHCR in Malaysia;
  • Set up, manage and monitor all PSFR income streams within Malaysia;
  • Ensure PSFR income targets are achieved in a cost-effective manner;
  • Create and manage the PSFR budget for Malaysia;
  • Ensure that the PSFR program in Malaysia adheres to PSFR reporting requirements with regard to the annual plans and the National Growth Fund;
  • In close consultation with the Associate External Relations Officer, deliver training and support to PSFR fundraising partners and agencies and maintain strong oversight of their activities especially in relation to the promotion of UNHCR and refugee issues;
  • In close consultation with the Associate External Relations Officer, ensure consistent communication and branding to all external audiences;
  • In close consultation with the Associate External Relations Officer, develop the communications strategy to engage PSFR donors and to promote a better understanding of UNHCR and refugee issues;
  • In close consultation with the Associate External Relations Officer, ensure that the fundraising pages of the website are optimized to raise private sector fundraising income and to provide synergy with other fundraising channels;
  • Keep the Representative and other senior colleagues in the Malaysia office up to date on PSFR plans and activities;
  • Perform and execute other duties as required.

Required Qualifications and Experience:

  • University degree in Marketing, International Relations, Journalism, Communications, Political/Social Sciences or related field.
  • Minimum 4 years of professional experience in Private Sector Fundraising, Public/External Relations or Media, with exposure to the international environment.
  • Current market knowledge of PSFR in Malaysia or a similar Asian market

Desirable Qualifications:

  • Familiarity with the UN in general and a good knowledge of UNHCR operations both at Headquarters and in the Field would be an asset.
  • Strong written and spoken skills in Bahasa Malay

Competencies

  • Expertise and up-to-date knowledge in existing PSFR techniques such as direct marketing or direct response fundraising, telemarketing, monthly donor programs such as face-to-face, mass appeals, digital fundraising and emergency fundraising
  • Budget management experience
  • Proven skills in writing, communication, and presentation
  • Able to work independently and under pressure
  • Microsoft Office skills, including Word, Excel, and Outlook
  • Available to travel both domestically and occasionally overseas is a requirement of the position
  • Excellent written and spoken English language skills
