No. 40: Refugee Law in a Time of Climate Change, Disaster and Conflict

"Refugee Law in a Time of Climate Change, Disaster and Conflict" is a legal analysis of the refugee definition in the 1951 Convention and the regional refugee criteria in the 1969 OAU Convention and the 1984 Cartagena Declaration, particularly on their applicability in situations where disaster and/or adverse effects of climate change interact with conflict and/or violence. The study examines the refugee definitions, canvassing UNHCR's positions and literature on the scope and meaning of pertinent terms included in the definitions.
