Summary note: A snapshot audit of the UK’s Cancellation, Cessation and Revocation procedures and decision-making, and recommendations for change

Following the decision by UNHCR and the Home Office to conclude UNHCR’s review of all Cancellation, Cessation and Revocation (CCR) decisions at the end of 2024, UNHCR undertook a snapshot audit to identify areas where quality improvements could be made. The findings were shared with the Home Office on 9 June 2025.

To ensure the privacy of individuals whose cases were reviewed, the full report has not been published; instead, this document sets out key recommendations aimed at supporting continued enhancements in CCR decision-making. UNHCR appreciates the Home Office’s collaboration and looks forward to ongoing engagement with its teams to strengthen the quality and consistency of CCR decisions.
