UNHCR continues to support Albania’s efforts to strengthen its asylum and statelessness frameworks by assisting legislative reforms, improving reception conditions, and promoting alignment with international and EU standards.

Albania continues to demonstrate a strong political commitment to European Union integration and international protection standards. As a signatory to the 1951 Refugee Convention and UN statelessness conventions, the country has taken concrete steps to improve its asylum system, including the adoption of a new asylum law in 2021 and, more recently, a revised Law on Civil Status in 2024, which enhances rights for children born to parents with protection needs. The National Strategy on Migration 2024 - 2030 and accompanying Action Plan mark key milestones in addressing mixed movements and advancing durable solutions.
UNHCR works closely with the Ministry of Interior and other national institutions to help Albania fulfill its pledges made at the Global Refugee Forum, including efforts to eliminate legal and administrative barriers to protection, decentralize asylum procedures, and improve decision quality. While arrivals in mixed movements have significantly decreased – 1,388 individuals were recorded in 2024, down nearly 70% from 2023 – border monitoring and pre-screening by UNHCR and partners remain vital to ensuring timely referrals and protection-sensitive processing.
The asylum system continues to evolve, with gradual improvements in reception conditions and access to services for those granted international protection. Progress is also being made in inclusion and skill development for refugees and asylum-seekers, although gaps remain in child protection, especially for unaccompanied and separated children.
Albania has also advanced efforts to prevent statelessness, with a specific focus on Roma, Egyptian minorities, and children of Albanian diaspora returnees who face barriers to confirming nationality. As of the 2023 census, 205 individuals were officially recorded as stateless, and UNHCR continues to support the government in strengthening the statelessness determination procedure.
