Luxembourg's support for UNHCR

Luxembourg’s support for UNHCR reflects its strong commitment to multilateral cooperation, sustainable development and humanitarian action.

Luxembourg was among the donors that stepped up in response to UNHCR’s global funding needs in 2025, significantly increasing its contribution to the organization. This allowed the Government to join UNHCR’s Top Donor Group in 2026, marking an important milestone in the country’s long-standing partnership with the agency.

Innovation remains a hallmark of Luxembourg’s partnership with UNHCR. The country has consistently supported projects focused on digital transformation, connectivity and data, including initiatives helping refugees access internet connectivity and digital services. Luxembourg also continues to support emergency telecommunications capacities through emergency.lu, a public-private partnership that provides rapid connectivity solutions in humanitarian crises.

Luxembourg’s development cooperation strategy, “The Road to 2030”, prioritizes access to quality social services, socio-economic inclusion, sustainable growth and inclusive governance – priorities that closely align with UNHCR’s work with refugees and host communities.

Luxembourg also maintains a strong commitment to international protection and the fight against statelessness, supported by its adherence to key international and regional legal instruments relating to refugees and stateless persons, as well as its long-standing advocacy for the rights of forcibly displaced and stateless people at national, European and international levels.

Luxembourg’s support benefits operations in regions affected by displacement and instability, including the Sahel, Afghanistan, Sudan, South Sudan, Syria and Venezuela, among others.
