Qatar's support for UNHCR

UNHCR’s partnership with Qatari institutions and organizations spans over a decade. In December 2018, a Host Country Agreement was signed with the State of Qatar, further cementing the collaboration and establishing the framework for UNHCR’s presence in the country. This commitment was reinforced in March 2023 with the inauguration of the UN House in Lusail. Since then, the Ministry of Foreign Affairs (MOFA) has provided office space for UNHCR and multi‑year support for its operations in Doha.

Through sustained financial contributions and engagement, Qatar supports both emergency responses and longer‑term programming, helping UNHCR deliver essential and sustainable services to displaced communities. Since 2019, Qatar’s multi-year contributions have provided predictable and flexible source of funding, allowing UNHCR to respond rapidly to emergencies, prioritize those in greatest need, and ensure uninterrupted delivery of assistance. With a strong focus on education, shelter, health, cash assistance, livelihoods and self-reliance, Qatar enables continued humanitarian response across multiple regions worldwide.

UNHCR maintains a well-established strategic relationship with the State of Qatar, including MOFA and Qatar Fund for Development (QFFD), positioning Qatar among UNHCR’s top donors. In addition, UNHCR collaborates closely with Qatari organizations and philanthropists who provide critical support to programmes globally, including:

  • Education Above All Foundation (EAA)
  • Qatar Charity
  • Sheikh Thani bin Abdulla bin Thani Al-Thani (UNHCR’s largest individual donor to UNHCR globally)
  • Qatar Red Crescent Society
  • Eid Charity
  • Qatar Airways.
