Since the 2023 GRF, the global average gross enrolment rate for refugee youth in tertiary education has jumped from 6% to 9%, building dramatically on the 1% access rate observed in 2019. This advancement reflects a growing consensus that higher education and skills acquisition are essential links to the transitions to self-reliance envisioned by the GCR.

This 2025 GRF Progress Review linked event on the 15by30 Pledge for Higher Education and Skills for Self-Reliance aims to:
Strengthen global solidarity: Present and reinforce the Each One Take One (EOTO) global solidarity movement, uniting universities, students, governments, and partners in committing to refugee inclusion in higher education.
Showcase transformative models: Highlight successful, collaborative models, including the Global University Academy (GUA) and the pioneering InZone programme from the University of Geneva, the Global Education Movement (GEM), the Jordan Higher Education Alliance, and refugee student-led initiatives that have the potential to scale, disrupt and significantly transform the higher education inclusion space.
Elevate refugee leadership: Advance the Shifting Power agenda and student-led advocacy for inclusive opportunity, by ensuring refugee agency and leadership are central to shaping global education policy and solutions, evidence generation, and policy development.
Mobilize new commitments: Connect partners, leverage private sector potential, and announce specific, multi-stakeholder pledges for financial, policy, and technical support leading toward the GRF 2027.
