The Global Refugee Forum Progress Review, the next high-level officials' meeting, will take place on 15-17 December 2025. This event will build on stocktaking efforts at the country, regional, and global levels, to maintain momentum and assess progress against the implementation of the pledges made at the Global Refugee Forum (GRF) towards the advancement of the Global Compact on Refugees (GCR) and also outline next steps in the lead up to the GRF in 2027.
Priorities for the Global Refugee Forum Progress Review in 2025 include:
- Expanding support for refugees and the countries who receive them;
- Advancing implementation of pledges made as part of the Global Refugee Forums including through the multi-stakeholder pledge framework;
- Directing efforts to the areas in need of further support.

Briefings and meetings in the lead-up to the GRF Progress Review 2025
To prepare for this milestone event between two Global Refugee Forums, UNHCR will convene quarterly preparatory meetings for the GRF Progress Review in 2025:
- The first three preparatory meetings will be used to discuss and define the following aspects of the GRF Progress Review:
- focus
- programme
- intended outcome.
- The last preparatory meeting, on 18 November 2025, will be dedicated to briefing stakeholders on the final updates and logistics for the event.
