Independent joint final evaluation of the Southern African Migration Management Project (SAMM)

The objective of this joint evaluation was to review the implementation of the Southern Africa Migration Management (SAMM) project, which aimed to improve migration governance and management in the Southern Africa and Indian Ocean region in 2020-2024. The evaluation found the project to be highly relevant to the needs of the participating countries, with a slight skew towards countries on the continent and a labour migration focus. While the project has strengthened the foundation for improved migration management and established valuable fora for dialogue, actual implementation of policies and frameworks has been limited. Prospects for sustainability are mixed despite political will.
