Panama multi-country strategy evaluation

The evaluation of the strategy of UNHCR's Multi-Country Office in Panama (MCO-P) analysed the period from January 2023 to June 2025 (partially extended to end-2025 depending on data availability) in terms of relevance, coherence, effectiveness, and efficiency. It aimed to draw lessons for the next multi-year strategy in a corporate context of funding cuts, organizational restructuring, and operational uncertainty.
