Refugee Environmental Protection Fund - Annual report 2025

In 2025, the REP Fund has transitioned from design to implementation readiness - with procurement completed, delivery partners selected, and preparatory work underway across pilot sites in Uganda and Rwanda, alongside expansion pathways in Bangladesh and Brazil. This year’s report captures that shift. It outlines its operational architecture, its governance and safeguarding systems, and the technical foundations underpinning implementation. The report further outlines the Fund’s integrity framework, including monitoring and evaluation systems, risk management processes, and safeguards, designed to ensure that results are real, sustained, and verifiable, while aligned with UNHCR’s protection mandate. Finally, it reflects the Fund’s growing global positioning, including engagement at COP30 and the development of strategic partnerships, and sets out a forward-looking pathway for geographic expansion and priorities for 2026 and beyond.
