Each One Take One
Universities have a unique, urgent responsibility in educating the next generation and building societies capable of responding to global crises and contributing to sustainable development goals. Achieving the 15 by 30 target (enrolling 15% of refugees in higher education by 2030) requires greater collaboration between UNHCR and universities, particularly in the largest refugee-hosting countries.
EOTO aims to encourage partnerships that can support increased enrolment of refugees in refugee-hosting countries. This means building on existing university partnerships, extending them to refugee and forced migration issues, and generating new scholarships for refugees to attend university where they are located.

Provide on-campus or digital scholarship opportunities: EOTO universities offer at least one higher education or TVET scholarship on campus or a partner campus, or ten scholarships through digital higher education. Scholarships must be for a full course of study in an accredited degree programme of at least 2 years.

Engage in advocacy and share best practices on refugee inclusion in higher education or on partnership with institutions in major refugee-hosting countries.

Prioritize the response to forced displacement as part of the university’s strategic plan.

University commitments to supporting refugees
The university provides Bachelor's degrees and pathways to employment for refugees and their surrounding communities.
It has recently committed to contributing a minimum of 5,000 degree-level scholarships and on-site blended learning support costs for refugees and host community populations.
Yarmouk University, alongside UNHCR, leads an alliance of actors in higher education in Jordan which have collaborated on initiatives to make universities more inclusive of refugees.
This has included efforts to equalize fees between refugees and Jordanian nationals and putting in place inclusive information management systems that reflect the international protection status in the student information systems of the universities.
The university has committed to 100 scholarship places for refugees, which include a fee waiver alongside the academic support required to ensure refugees succeed in their studies.
These scholarships ensure flexibility in recognizing qualifications, support from a dedicated unit, and additional support with academic language learning.
