UNHCR established its presence in Azerbaijan in late 1992 and since then has been supporting the Government to find durable solutions for refugees, internally displaced, and stateless persons in the country.

Held under the theme "In Solidarity for a Green World," the 2024 UN Climate Change Conference calls for urgent global action to address the climate crisis. UNHCR is advocating for the protection of displaced populations, who are among the most exposed to climate hazards, facing the compounded risk of being uprooted again by floods, droughts, and other climate-related disasters.

As of 31 December 2023, Azerbaijan hosts 5,771 refugees, 168 asylum seekers, 513 stateless persons, and 657,749 internally displaced persons. Ukraine is the leading country of origin for the refugee caseload in the country (4,206 individuals), followed by Afghanistan (1,121), Russia (268), Iran (64), Pakistan (47), and Syria (34).
UNHCR established its presence in Azerbaijan in late 1992 and since then has been supporting the Government to find durable solutions for refugees, internally displaced, and stateless persons in the country. The Agency works in partnership with the authorities and the civil society to ensure adequate protection space for asylum-seekers and enhance local integration prospects for refugees.
In addition to delivering humanitarian aid to conflict-affected populations, UNHCR increases engagement with the displaced people via awareness-raising and individual legal assistance. UNHCR is proactively involved in designing and implementing a durable solutions framework with a particular focus on internally displaced persons and refugee returns in the post-conflict context.
