Estonia is covered by the UNHCR’s Representation for the Nordic and Baltic Countries. The office is located in Stockholm and oversees operations in Sweden, maintains liaison offices in Latvia and Lithuania, while also covering Denmark, Finland, Iceland, and Norway without a physical presence.

UNHCR’s work in Estonia focuses on supporting the government in implementing international legal standards on asylum and statelessness, ensuring that refugees and asylum-seekers have access to protection, rights, and essential services. As part of the Ukraine Refugee Response Plan, Estonia has worked with local partners and refugee-led organizations to promote legal aid, social inclusion, and community-based support. 

With a growing emphasis on capacity building and integration at the municipal level, Estonia demonstrates its commitment to shared responsibility and solidarity in addressing displacement. In recent years, asylum-seekers in Estonia have primarily come from countries such as the Russian Federation, the Syrian Arab Republic, and Tajikistan.
