*UNHCR’s operations in Ghana are managed by the Côte d'Ivoire multi-country office, which also oversees operations in Benin, Côte d’Ivoire, Liberia and Togo, with needs budgeted jointly.

UNHCR works closely with the Ghana Refugee Board to coordinate protection and assistance for refugees and asylum-seekers across the country.

As of December 2024, Ghana hosts approximately 17,300 registered refugees and asylum-seekers - mainly from Burkina Faso, Togo, Liberia, and Sudan. Refugee populations are primarily located in four areas: the north (Burkinabe), the west (camp-based), urban centers (including Accra), and the Volta region (Togolese).

The operation currently prioritizes the response to new arrivals from Burkina Faso in the north, where UNHCR supports government-run reception and settlement centers in Tarikom (Upper East Region) and Zini (Upper West Region), providing shelter, food, core relief items, protection services, and access to national systems for health, education, and social support. While Ghana remains largely stable, localised tensions - particularly in chieftaincy conflict zones such as Bawku - occasionally pose risks for newly arrived populations.
