In 2024, UNHCR supported the Government of Romania in fostering refugee inclusion through protection services, counselling, and targeted assistance. A major milestone was the adoption of Emergency Ordinance No. 96, granting refugees from Ukraine access to social protection benefits equal to those of Romanian citizens.

UNHCR led inter-agency coordination with 37 partners under the Refugee Response Plan, aligning efforts with national policies and localization priorities. By year-end, around 180,000 Ukrainian refugees had received Temporary Protection, alongside other forcibly displaced in need of international protection and stateless people.

While the political climate remained generally supportive of forcibly displaced and stateless persons, the rise of far-right parties in annulled elections raised concerns about future public sentiment.

Asylum applications dropped to 2,300 amid strengthened border management supported by the EU. Romania joined the Schengen area on 1 April 2024, lifting air and sea border checks. The Government also introduced financial support for refugee accommodation and developed a national implementation plan for the EU Pact on Migration and Asylum.
