Observations from UNHCR on Lithuanian law proposal

The UN Refugee Agency (UNHCR) has submitted comments to the proposed amendments to the law of the Republic of Lithuania on Legal Status of Aliens.

The draft amendments to the Law of the Republic of Lithuania on Legal Status of Foreigners (No XIVP-2797) was prepared by the Ministry of Internal Affairs and approved by the Government in May 2023. The law proposal is currently being considered by the Lithuanian Parliament, the Seimas, and lays down a legal basis for a reform of the current accommodation and reception system.  

UNHCR has analyzed the proposal and prepared observations with recommendations, which have been submitted to relevant Seimas Committees as well as state agencies. 

UNHCR expresses support for the intention of the Lithuanian Government to enhance the quality of the reception conditions and services for people seeking asylum. UNHCR also welcomes the objective to provide uniform reception standards across accommodation sites by establishing the Reception Agency. Lastly, UNHCR recommends reviewing elements of the law proposal, related to detention and family reunification.
