UNHCR Observations on the draft Asylum Law of the Republic of Latvia
The UNHCR Representation for the Nordic and Baltic Countries has provided its observations on the draft Asylum Law (26-TA-898) published for public discussion and inter-institutional consultation on 4 June 2026.
The draft law aims to implement a number of instruments of the European Union Pact on Migration and Asylum, namely the Asylum and Migration Management Regulation, the Qualification Regulation, the Asylum Procedures Regulation, the Resettlement and Humanitarian Admission Regulation and the Eurodac Regulation, as well as to transpose the Reception Conditions Directive. In doing so, it will replace the current Asylum Law and introduce a recast Asylum Law.
In its observations, UNHCR focuses on fundamental rights monitoring mechanism, legal counselling, legal assistance, and representation, screening and identification of persons with vulnerabilities, restrictions on movement, detention and alternatives to detention.
