UNHCR’s current focus in Cyprus is to support the development of a fair and effective asylum system that aligns with international standards.

With Cyprus receiving the highest number of asylum applications per capita in the EU, UNHCR works closely with the government to refine asylum legislation, improve procedures, and strengthen institutional capacities. This includes legal advocacy, technical assistance, promotion of good practices, and training for key stakeholders.

UNHCR also provides direct support to refugees and asylum-seekers through legal counselling, psychosocial assistance, community outreach, and information provision. Efforts are made to foster social and employment inclusion, while public awareness campaigns and partnerships with civil society help build a more welcoming environment.

UNHCR first arrived in Cyprus in 1974 to coordinate humanitarian aid for internally displaced Cypriots. In the late 90s UNHCR began assisting the Cyprus government in developing its asylum infrastructure, laying the foundation for today’s refugee protection system.
