Amman, Jordan – 05-November-2026 – Refugees living in Jordan can now access key digital documents and selected government services through Sanad, Jordan’s e-government services application, thank to strong collaboration between the Ministry of Digital Economy and Entrepreneurship (MODEE), UNHCR, the UN Refugee Agency, and the World Bank.
Through the Sanad application, refugees can access their digital documentation and use a growing range of online government services, helping make administrative processes more accessible, efficient, and convenient.
The initiative forms part of the Government of Jordan’s broader efforts to promote inclusive digital public services across the Kingdom by expanding access to Sanad for non-Jordanian residents.
Throughout 2025, technical teams from MODEE,UNHCR and the World Bank worked closely to integrate refugee data into Sanad’s platform and enable refugees to securely activate their digital identities.
A soft launch began in February 2026, supported by mobile Sanad teams deployed at UNHCR registration centres in Amman and refugee camps. The teams helped refugees activate their accounts and provided information on how to use the application and access its services.
By July 2026, refugees were able to access key digital documents through the application, including their UNHCR asylum-seeker certificates and Ministry of Interior service cards. These documents can support refugees in verifying their identity when accessing relevant services, in accordance with applicable government procedures.
Depending on their eligibility and available records, refugees may access school certificates delivered on Ajyal platform, and Social Security Corporation information for refugees who have work permits. Refugees can also book appointments at government service centres located across the Kingdom.
To date, more than 20,000 refugees have activated their accounts on the Sanad application.
Jordan has long demonstrated its commitment to hosting and supporting refugees. Extending that commitment to the country’s digital services is a major step forward, giving refugees faster, easier and more dignified access to the documentation and government services they need and ensuring that no one is left behind
MODEE, UNHCR and the World Bank will continue working together to expand the documents and services available to refugees through the platform. Planned developments include the integration of additional key documentation, beginning with civil documentation, as well as further services relevant to refugees living in Jordan.
