Strategic directions

Jordan’s response to displacement is shaped by a range of strategic frameworks that provide a shared vision for protection, assistance, resilience and solutions, bringing together national authorities, humanitarian actors and development partners to address both refugee needs and the impacts on host communities.

UNHCR Jordan’s Multi Year Strategy

A multi-year strategy is UNHCR’s medium-term planning framework that sets out priorities, objectives and expected results over several years. It helps ensure a more predictable, strategic and sustainable response by aligning humanitarian assistance with longer-term efforts that strengthen national systems, build resilience and support durable solutions for refugees and host communities.

The 2023-2026 UNHCR Jordan Multi-Year Strategy outlines UNHCR’s approach to protecting and assisting refugees in Jordan while supporting national institutions and communities affected by displacement. The strategy focuses on safeguarding protection space, promoting inclusion in national services such as education, health and social protection, supporting vulnerable families to meet their basic needs, strengthening self-reliance opportunities, and advancing durable solutions, including voluntary return when conditions allow. It reflects UNHCR’s commitment to working with the Government of Jordan, development partners and local communities to achieve sustainable outcomes for refugees and host communities alike.

Jordan Response Plan

Since 2015, the Jordan Response Plan (JRP) has been the main mechanism through which the Government of Jordan has jointly coordinated the international response to the Syrian refugee crisis. Efforts are currently underway, under the leadership of the Government of Jordan, to update the Response Plan to reflect evolving needs and priorities in the refugee response.

Jordan - Regional Refugee and Resilience Plan (3RP)

UNHCR supports the Government of Jordan in strategizing its refugee response in light of the changing context in the region, while maintaining its joint leadership and overseeing the inter-sector activities in line with the Regional Refugee & Resilience Plan (3RP).

What is the Regional Refugee and Resilience Plan (3RP)?

The Regional Refugee and Resilience Plan (3RP) is the primary regional framework bringing together around 230 humanitarian and development partners across four countries (Jordan, Lebanon, Turkey and Egypt) to support refugees affected by the Syria crisis while strengthening the resilience of host countries and communities.

In 2015, the Regional Refugee and Resilience Plan (3RP) was established in response to the Syria crisis. Now, in the sixteenth year of the crisis, the 3RP continues to lead the international community’s support for national efforts to address the ongoing impact of the situation.

The 3RP adresses protection and assistance for refugees with measures that strengthen national systems and enhance resilience, helping ensure a coordinated and sustainable response to displacement from Syria.

The framework combines one regional plan with country-specific chapters, including Jordan's, and is aligned with existing government-led national response plans (e.g. Jordan Response Plan).
