UNHCR Observations on proposed permanency of restrictions to the Norwegian Immigration Act

UNHCR, the UN Refugee Agency, has submitted our observations to the Norwegian Government’s proposal to make the provisions of Restrictions package II, adopted in May 2016, permanent.

The proposal also seeks to give the Ministry of Justice and Public Security permanent authority to instruct the Appeals Board on the interpretation of the law.

UNHCR recommends the Norwegian government to refrain from making the restrictions from 2016 permanent and to conduct an in-depth review of how the power of instruction has affected the independence of the Appeals Board.
