오는 4월 26- 27일, 유엔난민기구(UNHCR)와 외교통상부는 난민신청인 및 난민의 구금 대안에 관한 국제회의 (Sub-Regional Round Table on Alternatives to Detention of Asylum-seekers and Refugees)를 법무부와 국가인권위원회의 후원으로 외교통상부 국제회의실에서 개최합니다. 이 회의에는 한국, 일본, 중국(홍콩), 호주, 뉴질랜드 5개국의 정부와 시민단체, 그리고 유엔인권고등판무관실(OHCHR)과 국제이주기구(IOM) 대표자들이 참여합니다.

이번 회의에서 비호신청자 및 난민들을 구금하는 대신, 현재 각국에서 다양한 구금 대안 방안들을 통해 경험한 - 이를 테면, 비용의 효율성, 도주가능성이 희박한 점, 불허판정을 받은 신청자들의 자발적인 귀환 증가, 그리고, 아동을 비롯한 특별 보호가 필요한 대상에 대한 보다 적합한 보호와 서비스 제공 등과 같은- 긍정적인 효과에 대한 의견을 교환하고, 나아가 보다 효과적이고 인도적인 구금 대안 방안에 관한 논의가 이뤄지는 자리가 될 것입니다.

고도의 경제 성장은 이주민의 유입과 맞물려 있으며, 한국을 포함한 동아시아 지역에서도 지속적으로 이주민 수가 증가하고 있습니다. 그 이주의 물결에는 보호를 필요로 하는 적은 수의 난민이 포함되어 있습니다. 구금의 대안과 같은 새로운 제도의 도입은 더 효과적이며 인도적, 미래지향적인 난민보호제도 정착의 주요 요소가 될 것 입니다.

아태 지역의 인권보호 및 난민보호 개선을 선도하고 있는 참여국들이 이번 회의를 통해서 구금 대안을 모색하는 분야에 있어서도 보다 적극적인 참여 의지를 보이고 있습니다. 유엔난민기구(UNHCR)는 이같은 노력을 환영하며, 박해를 피해 국제적 보호를 찾는 난민들을 위해 노력하고 있는 비호국과의 협력 및 지원을 지속해 나갈 것입니다.

With sponsorship of the Ministry of Justice and the National Human Rights Commission, the Republic of Korea Ministry of Foreign Affairs and Trade and the UN Refugee Agency are jointly organizing a Roundtable on Alternatives to Detention of Asylum-Seekers and Refugees. The event will be held in Seoul on 26-27 April 2010 and bring together governmental and non-governmental representatives and experts from Australia, China (Hong Kong), Japan, New Zealand and Republic of Korea as well as from specialized international organizations such as the Office of High Commissioner for Human Rights (OHCHR) and International Organization for Migration (IOM) and NGOs.The roundtable will provide an opportunity for interested government and civil society actors to exchange up-to-date information on current practices on alternatives to detention of refugees and asylum-seekers in selected asylum countries. It will examine the positive experience many states have with alternatives to detention in the asylum and migration context, such as cost-effectiveness, low level of absconding, increased voluntary return of rejected cases, and more adequate protection and services for persons with special needs including children. This roundtable is especially relevant in the East Asia region and in Korea as the high level of economic development has and will continue to attract a large number of migrants. Within these migratory flows are a small percentage of persons with particular protection needs. New mechanisms such as alternatives to detention will allow the effective management of these groups in a humane and forward-looking manner and will become increasingly important.Through their proactive engagement, the Republic of Korea and other countries participating in the roundtable are showing a strong lead in further increasing human rights and refugee protection standards in the region. UNHCR welcomes this positive engagement and will continue to provide its full support to host governments in their effort to provide international protection to persons fleeing persecution.
