SHOW - Section 2: Annual Results Report (ARR)
Overview
The Annual Results Report (ARR) highlights the progress and achievements made in the previous year in protecting, empowering and contributing to achieving solutions for forcibly displaced and stateless people. It details UNHCR’s specific contributions towards outputs, outcomes and impacts, emphasizing the collaboration with operational and funded partners.
The ARR includes both a qualitative and quantitative analysis of achieved results, remaining gaps, challenges encountered in implementation, lessons learned and findings from the Strategic Moment of Reflection (SMR). It builds on monitoring and indicator data analysis, along with inputs and feedback from consultations with forcibly displaced and stateless people, partners and national and international stakeholders. It also depicts how resources were used to effect changes. The ARR can document reasons for strategy adjustments for the following year, identified through the SMR.
These reports form the basis for the Global Report and other UNHCR thematic reports [e.g., the Age, Gender and Diversity (AGD) Accountability Report] and help to report on UNHCR’s progress on UN system-wide strategies through Accountability Frameworks (e.g., UN SWAP Gender, UNDIS, Youth2030, etc.). They also explain strategy adjustments for the next year and can be shared with external stakeholders. Operations can also share their Annual Results Reports with external stakeholders.

- The Annual Results Report (ARR) shares UNHCR’s achievements and the impact of its work on the lives of forcibly displaced and stateless people, as well as the remaining gaps and challenges faced in implementing activities over the previous year.
- Operations use various reports including monitoring and partner reports, indicator data, and the outcomes of the Strategic Moment of Reflection (SMR), to produce an evidence-based ARR.
- Each country/multi-country operation, bureau and headquarters division and entity prepares its own ARR.
- The ARR is due in the first quarter of the year and has both internal and external sections, available on the Results Data Portal.
- It provides data for the Global Report and undergoes a quality assurance process. External content of selected country/multi-country operations’ ARRs are published on UNHCR’s Planning, Funding and Results page.
All operations produce an Annual Results Report (ARR) for the previous year, including narratives, indicators and financial reports. This report provides evidence of progress towards impacts, outcomes and outputs, as well as challenges faced in protecting, empowering and achieving solutions for forcibly displaced and stateless people. It sources partners’ annual report submissions.
The ARR highlights UNHCR’s role in achieving the objectives of the Global Compact on Refugees (GCR) and describes progress towards the UNHCR Strategic Directions 2022-2026, covering global themes such as sustainable programming, the route-based approach and the eight focus areas.
