2013年UNHCR「世界難民の日」シンポジウムのご案内 −信仰が支える難民保護−
今年も、6月20日「世界難民の日」が訪れます。この日は世界各地で、難民が日常直面している課題のみならず、その強い精神力、そして勇気にも焦点をあて、難民問題全般について知見を深めていただくために、様々な行事が予定されています。
本年UNHCRは、世界宗教者平和会議日本事務局および明治大学との共催で「信仰が支える難民保護」と題したシンポジウムを予定しております。世界中で、紛争とそれに伴う難民の流出、国内避難民の発生という人道危機の現場は地域に根ざした宗教コミュニティが最前線で人々の生命を救うべく、保護と支援を続けています。また、人間の尊厳の尊重、そして社会的弱者のエンパワーメントを説く力強い主唱者でもあります。日本でも、多くの宗教的倫理に基づき社会活動を行う団体 (faith-based organizations) が、1980年代から1990年代にかけて日本に到着したインドシナ難民の支援を率先して行ってきました。今日もなお、このような団体は日本における庇護希望者および難民の支援のみならず、世界各地で積極的な活動を続けています。
本シンポジウムは以下の三点を目的として開催されます。第一に、庇護を求め、享受する権利はいかに宗教的価値観およびその伝統に根ざしたものであるかを検討すること。第二に、信仰上の指導者や宗教コミュニティが日本でどのような難民の保護および援助を行ってきたか、その貢献を共有すること。そして第三に、日本における難民コミュニティを支援し、エンパワーするために、いかに宗教コミュニティとの連携を発展させていくことができるかを話し合うことです。
第一部「友好的コミュニティの構築と難民のエンパワーメントへの支援」では、難民と、様々な宗教の指導者の方々に、いかに宗教的価値観とその伝統は難民に友好的なコミュニティの構築を助け、難民の地域コミュニティへの社会統合を支援できるのか、ということを話していただきます。また第二部「信仰が支える難民保護：その実践」では、宗教的倫理に基づき社会活動を行う団体からの代表の方々に登壇していただき、彼らの活動がどのように難民の保護と支援、そして解決策の達成に具体的に活かされているのか、というテーマで、知識と経験を共有していただきます。第一部での議論を踏まえ、難民支援への宗教コミュニティの関わりを一層強いものにしてゆく為にどのようなことができるのか、ということを具体的に協議していただきます。

2013 UNHCR World Refugee Day Symposium “Faith and Protection”
20 June marks World Refugee Day. In order to raise awareness about refugee issues worldwide and to highlight the challenges refugees face daily as well as their spirit and courage, a number of public awareness activities are organized every year.
In 2013, UNHCR Office in Japan plans to organize a symposium “Faith and Protection”. Around the globe, local religious communities are among the first providers of life-saving protection and assistance following conflict and displacement. They are strong advocates for respecting human dignity and empowering vulnerable people in the margins of our societies. In Japan, faith-based organizations extended their support to Indo-Chinese refugees who arrived in Japan in the 1980s and 1990s. Today, they continue to remain active in supporting asylum seekers and refugees, not only in Japan but around the globe.
The objectives of the symposium are three-fold: first, to explore how the right to seek and enjoy asylum is reflected in religious values and traditions; second, to share experiences of how religious leaders and communities have helped protect and assist refugees in Japan; and third, to discuss how to enhance partnership with religious communities in order to support and empower refugee communities in Japan.
The symposium will consist of two panel discussions: under the theme of “Creating Welcoming Communities and Empowering Refugees”, refugees and religious and spiritual leaders from different creeds will discuss how religious values and traditions help create welcoming communities and promote local integration of refugees. In session two, “Faith and Protection: Putting into Practice”, the practitioners from faith-based organizations will share experiences in contributing to the delivery of protection and provision of assistance, as well as to the achievement of durable solutions. The panelists will then discuss how the partnership with religious communities may be further enhanced for the protection and empowerment of refugees in Japan.
